I love your budget ideas, but I dislike the celebrity portion of it. Celebrities should not be our fashion mentors.

My reasoning has always been this: Celebrities usually have stylists who put together their outfits, so when you see what they're wearing, you're looking at the vision of the stylist - and they're a group of very creative, fashion-forward-thinking people! Why not take inspiration and ideas from them? Also, celebs can be your sort of fashion spirit animal - like if you have a similar body type or aesthetic, you can follow their style journey and pick up ideas, tips and tricks that work for you. Then it's all about personalization and making a look your own. These are just starting points. There's plenty of inspiration from fashion bloggers and other sources on the web if that's what you're looking for.
